Nash Mills

TAH-NM (16-9) - Copy

Nash Mills was a large joint venture redevelopment of a disused paper mill on the southern fringe of Hemel Hempstead, providing 450 flats and houses, office space, a café, day nursery and a 64-bed care home.

JNP Group formed a key part of the pre-planning team, consulting on Drainage, Geo-Environmental Engineers and Transport Engineers during the complex planning stage. After successfully acquiring planning consent JNP Group provided detailed designs for S278 off-site highway improvements.

Transport assessments indicated that the existing local road network was close to capacity whilst the Highway Authority stated that the network would not be able to absorb transport from the proposed development.

JNP Group undertook comprehensive transport assessments with particular emphasis on potential transport generation from the existing site. These assessments formed the basis for in-depth negotiations with the highways authority, seeking to obtain an acceptable solution for mitigation works whilst also being cost effective and relative to the extent of development.

The off-site mitigation works included a new roundabout, alterations to existing road alignment and improved pedestrian facilities. The negotiations and proposals satisfied the Highway Authority and smoothed the way towards the officer’s recommendation for approval.

JNP Group also advised on site access and servicing arrangements, internal site layout development, swept path analysis for refuse and emergency vehicles and developed tailored management plans for the on and off-site car parks.

JNP Group services provided:

  • Transport assessment.
  • Interim travel plan.
  • Preliminary design of off-site highway works.
  • Site layout development.
  • Presentation for public exhibition.
  • Lighting design.
