Diversity Impact Assessments – Access for All (AFA) Schemes

Overview

JNP Group deliver Diversity Impact Assessments (DIAs) on a wide range of railway infrastructure projects throughout the UK, including stations which have received funding for accessibility improvements under the Access for All (AfA) programme.

A DIA is Network Rail’s method of assessing the impact of their projects and proposals in the context of diversity and inclusion, which is required under the Public Sector Equality Duty of the Equality Act (2010). A DIA is typically carried out before and during the design stage, ensuring that the needs of those who are affected by the works is considered before key decisions are made.

JNP Group have prepared over 400 DIAs, including many schemes where works were being delivered under the AfA programme. This has included Garforth Station, which was the first to receive the ‘Beacon’ design footbridge – a modern design which is to be used for future bridge accessibility schemes.

Many AfA schemes include the provision of new stairs and lifts on the station footbridge. Key considerations include:

  • The footprint of the new bridge can be larger than the previous structure, which can impact platform widths and walking routes.

  • The stairs should have suitable handrails, closed risers, treads, tactile paving and contrasting nosing.

  • The lifts should have suitable circulation space at the doors and have accessible controls.

  • The wider station should be accessible, ensuring the accessibility of the footbridge is not compromised by other inaccessible features e.g. small steps at the entrance, a lack of tactile paving, poor signage.

The new footbridges often have a design life of up to 120 years, so if the design is not fully accessible and inclusive then this can restrict access through the station for multiple generations and will negatively impact persons with reduced mobility.

  • Full design standards review and liaison with the design team to ensure that relevant requirements are incorporated at the relevant design stage

  • Recommending mitigation measures for any temporary works impacts
